LiteracyOn 5th September 2001, the Government published the White Paper "Schools: achieving success". This sets out plans to expand the number of secondary Beacon schools to 400 by 2005. The first stage of this is a further expansion of 166 schools across all phases which were announced on 27 May bringing the total to 1150 from September 2002.
